The new members needing first post approval is something we had to do because of spam and the occasional troll. We were getting lots of Guest spam before Guest posting was stopped in the Firefox/Thunderbird/SeaMonkey Support sections. Then the spammers took to creating new accounts just to spam so the new members needed first post moderation since oh March 2011 if I recall.
