No. It is not a Boolean (True or False) value, it is a numeric code which tells FF what to put in the DoNotTrack header, if it is enabled.

Simply, a typo error, me thinks... On the page:
http://kb.mozillazine.org/Privacy.donot ... ader.value
under "Possible Values", "0" should indicate the mechanism is set False, not True.
