If you are referring to "Reply with quote" vs "Quote Selected"...
Quote Selected requires that you first highlight text and then it copies only that highlighted text, either from the previous reply or any other post on that page. For example:

Reply with quote, on the other hand, quotes the entire text of a previous quote, as follows:

The first allows for more specificity, while the other makes it simpler to quote an entire post.
