Suggest - Quick Launch ala Netscape 7

Just want to weigh in on why I prefer IE (or NS7)... Quick Launch...
I open and close browsers frequently and if I have to wait even 4 seconds to get a browser up it's too much (I know, I'm pretty impatient!).

A Quick Launch like NS7 would be very welcome -- I would gladly sacrifice 19 MB of RAM to keep Phoenix loaded in the background.
