I know that no such user exists and u should equal a number, but why is the joined date December 31, 1969?

Why does it show you the Uniz time, then? I assume that MozZine is hosted on Linux, but it shows me (I guess) the start of Windows time.

That's just the earliest date the board will calculate. You get the same thing if you put in an invalid userid, such as 9832747893265325. Instead of giving you an "invalid user" message, phpBB appears to give you a userinfo page with everything at its default. I wonder if anybody has reported this as a bug to them.
tve would see the next day because of his time offset, probably.

The start of Unix time is zero since it is measured in integers. The null user in this case probably has a null value for their join date. Those of us with minus GMT time zone settings (west of Greenwich, UK stretching all the way to the IDL in the Pacific) will see a negative result (goes into 1969) and those with plus GMT will be "in the black" of 1970 by a few hours.
