With the bump, figured I'd try freeware-guide.com again, but still the same.
So I shot an email to the webmaster & he replied:

IOW he ran the same search as I did - though successfully.

So why does it work for some & not others?

ISP? I only have Comcast to check (& fail) with.

Looks to be working at present; both here & also at freeware-guide.com.

Format of the URL looks to have changed:

http://cse.google.com/cse?cx=003258325049489668794:ru2dpahviq8&q=cannot+send&sa=Search&cof=FORID:0#gsc.tab=0&gsc.q=cannot%20send&gsc.page=1

http://cse.google.com/cse?cx=partner-pub-2663757276955518:uimepoge7iv&ie=ISO-8859-1&q=duplicate+cleaner&sa=Search#gsc.tab=0&gsc.q=duplicate%20cleaner&gsc.page=1

And even the "old" URL now rolls over to "cse.google.com":

http://www.google.com/cse?cx=003258325049489668794%3Aru2dpahviq8&q=safe+mode&sa=Search&cof=FORID%3A0

Both google.com & www.googleapis.com need to be allowed.

Further, the "legacy HTML version" (where JavaScript is not required) is now broken:

403. That’s an error.
