I do not know if this is at all possible with the forum software, but I think it would be great if the original author of a topic would be allowed to move or close the topic.
Moving would allow an author to take care of off-topic posts by moving to the correct forum. I am sure most authors of an off-topic post will gladly move to the right position when they realize (either by a reply or PM) that they are in the wrong forum. Less spam, less work for the admins, and I dont see how this could be misused.
Closing would allow an author to prevent the same old overheated discussion or flamewar to constantly show up in the list of topics with new articles. It would also help to indicate that a discussion got obsolete or the original post does no longer apply. Again I cannot see how this could be abused.
So - is this possible with the forum software and if yes, do you think these would be good ideas?
Let the author move / close a topic?

I'm getting increasingly tired of seeing ghosted off topic posts that keep staying in the wrong forum even after they've been moved. And, by that, I mean that any further posts cause the "ghost" to update itself and move it up the list as if it were an active discussion. The fact that there's a "Moved:" in front of the subject doesn't make it any less annoying. The author of any such discussion should be able to get rid of these ghosts.

Yes, okay. Sorry for not replying earlier.
I've checked and it seems that it's not possible for a poster to move their own threads. phpBB only seems to allow moderators and administrators to move comments.

Actually you can remove both post and threads, but only for a while (then the delete button disappears)

I kind of expected that answer - so this should be reported as a bug in phpBB. It seems that also behavior of moving "ghost" topics up when they receive new posts already has been reported. We will see if phpBB development and response to feature requests works as well as with Mozilla ...

I *think* that it is intended behaviour that you can't delete your post after it's been read or replied to. It would be strange to have replies to a post that suddenly doesn't exist anymore. Editing posts has something similar: for a short while you can edit your posts without the "last edited ...." getting attached. I'm not sure if the test is if your post has been read, or has been replied to.
"ghosts" happen when a topic is moved, and the option to leave a link to the new location is checked. At least in the phpBB version that we use at our office.
