Camino Version 2.1.2 (1.9.2.28 20120308211433), Flash 11.2.202.235.
Ever since I installed the latest Flash plug-in recently, I have been unable to pan or tilt (left/right or up/down) the view in Street View. If the movement arrows happen to be within the view, I am able to move the "camera"; however, I am also unable to zoom or move by double clicking in the picture. However, I am able to zoom in and out using the scroll wheel.
I suspect this is a problem with Camino because all the features work normally within Safari 5.1.7.
Any ideas or suggestions; or should a bug be filed?

Yeah, that's a Flash bug. Your only option is to revert to an earlier (and less-secure, unfortunately) Flash version. There are a number of threads here about that exact problem.

No, not less secure (in theory); Adobe continues to release security updates for Flash 10.3.
