Until version 2.1.2, when I was on a website and clicked on a link to a downloadable file, the file would be downloaded. In version 2.1.2, the link opens as the URL of a new tab and it will usually download if I then use a Save command. This is a PITA even when it works and sometimes it doesn't.
I switched back to 2.0.7 and the problem went away. I am running MacOS 10.4 on a PowerMacG5.
Is this how 2.1.2 is supposed to behave? If not, what is the solution? BTW, it happens with RP Mozely's optimized build for G5 as well as with the "official" build.

Well, if you know the link is to a download before clicking on it, you can option-click the link to save the file. Obviously this doesn't really solve your issue but it might help in getting around it.

Nothing changed in the download code between 2.1.1 and 2.1.2 (or between 2.0 and 2.1.2, for that matter) that would cause that behaviour. Can you give a specific example of a site where that's happening?

One such page is the New Jersey Transit website from which I download train and bus schedules. Their homepage is <http://www.njtransit.com> and one page with links to downloadable schedules is <http://www.njtransit.com/sf/sf_servlet.srv?hdnPageAction=LightRailTo>.

I'm assuming you meant the three links under "Current PDF Schedules" on the latter page. Most of the time I've seen "downloads" opening in a browser window, it was a misconfigured server that can't possibly be Camino's fault, but I definitely don't see anything odd in the HTTP headers for the PDFs on that site. All three are being served as application/pdf as they should be.
Do you by any chance have any PDF-handling plugin installed (i.e., SchubertIT's PDF Browser Plugin)? If you do, a PDF file *should* open in the browser unless the server is doing something weird.
If you have a different PDF plugin installed, or you have a version of the PDF Browser Plugin newer than 2.3.2, I'm not at all surprised you're having issues. If you don't want to view PDFs in the browser, you should uninstall any PDF plugins you might have and re-launch Camino.
If you have *no* PDF plugin installed, what, exactly, does the new tab that opens look like? Does it have content in it, or is it blank? If it's blank, does anything show up in your Downloads window in Camino? Does the problem happen with anything *other* than PDF links? (If so, please provide an example.)
