Yes, that is true, but if you keep a separate profile with this pref just for testing this makes life so much simpler. (My general use profile keeps the files packed.)
Still passionate for Mozilla themes and extensions, just not actively developing them for public release anymore.

You can indeed "install" your theme just doing so:
Let's suppose your theme has the id = "aTheme@domain.com". You have just to create a folder inside the extensions directory named aTheme@domain.com and have your uncompressed files inside this folder.

All my profiles (I guess nearly 40), inclusive the profile I use normally, has the themes installed in this way. Since I'm using subversion to control the development, it makes things very simple for me (since I can modify the theme in any profile I'm working at the moment, and the changes will apply to all those installations in all of my profiles). Anyway, the work with subversion is something I highly recommend...

ShareBird turned me on to Subversion, and it's been really great. I'm very happy with that.
