Nope, I've got that wrong - I was searching under the -moz-image-region, but I've just noticed that list-style-image is wrong!

Actually, I think it's the Download Status icon. I noticed it when looking in the customize window in a couple of different themes (Noia Fox and Classic Compact for example).

It's part of an easter egg. I'm not sure whether I should say in public what it's used for, since it's supposed to be kind of a surprise, but if you MXR search on the Release repo for whimsy.png, the rule that applies it makes it pretty clear when it shows.
