Question About Lightweight Themes

Hello, everyone!

I was going to create an HTML 4 (NOT HTML5) page that allows the user to install a persona/lightweight theme.
The only method I've found makes use of HTML5's data- attributes, and is not supported by the HTML 4.01 Transitional doctype.
The only other thing I think I can do is package it into an XPI and configure the buttons to download the file.
Is there some other non-XPI way of installing lightweight themes? If not, how do I package the themes?

Would Using the AMO theme generator, or the Ultimate Theme creator extension, or Firefox Color be any help?

I forgot to mention that it is for legacy Firefox (and browsers like Pale Moon, SeaMonkey, etc.)
