I get this message nearly every time I go to the Themes prefs (exception seems to be when I've just installed a new nightly):

the phoenix modern.jar contains virtually no theme
I suspect it's part of the size reduction strategy, although why it still gets into installed-chrome.txt and hence the themes dialog is anyone's guess : )

Agreed that modern should be removed entirely, I'm sure they'll do that eventually. I find that I can't switch back to Classic, either. Classic ought to be renamed as well, but I'm sure that will happen in time too. I would call this a bug, since you're screwed once you switch themes.
