I've been looking at the All Tabs Panel. The easiest way to look at it is DOMi > chrome page > popupset > panel > ctrlTab-panel and DOMi > chrome page > popupset > panel > allTabs-panel. They lead you to browser.css line 2009 et seq: Keybord UI Panel, with code to the end of the file. This will require skinning.

What with tabs and tab scrollbar, this is getting to be one bloated file. Sometimes I wonder why the devs bother with separate files.
