JavaScript and cookie webextensions

I would like to make 2 webextensions.
One is to set “javascript.enabled”, another is to set “network.cookie.cookieBehavior”.
Now I use PrefBar with Cookie Behavior Menulist for it, but PrefBar will stop in the near future.
I can only make basic html and never used css nor JavaScript.
Please a step by step solution.

Mozilla state that access to preferences from WebExtensions is "very unlikely":

The Toggle JavaScript extension uses the chrome.contentSettings.javascript property.

The chrome.contentSettings api is not available in WebExtensions.
