Note that the roadmap says 1.0PR is meant to fix Bugs of high complexity/risk. This means that they are taking care of the big, difficult tasks now, and (most likely) the rate at which they fix bugs will rise after 1.0PR.

I am astounded that this data loss bug was allowed to not be fixed before the RC.

Yes, quite a few bugs were pushed out to 1.0 at the same time as that one. Actually at this point, a graph of the 1.0PR blockers would be more interesting I think there's only about 20 of them left, after the recent load of fixes and a bunch getting pushed out.
Not much to be astounded about - although that bug can have serious consequences, it will only affect a tiny proportion of people (those that do a custom install into a silly place and then run the uninstaller and don't read the deletion prompt carefully enough). The bug existed in Firefox 0.7, 0.8 and 0.9 (as well as Mozilla 1.5, 1.6 and 1.7) - it's not a new thing.
The point of 1.0PR is to get the people already using 0.9 to test the newer stuff, and to lock down the interface text so that people can work on translating it. It might have "1.0" as part of the version, but it's still a test release...
