Speculation, that's all.

Current open bugs targetted at 0.5:

171454 nor -- PC hewitt@netscape.com NEW [cust] Customize toolbar windows is incorrectly sized whe...
-- this one has an attached patch which was reviewed by hewitt. should be checked in and fixed.

172402 nor -- PC blaker@netscape.com NEW charset autodetector not working
-- comments say it seems to work, although gui might not be displaying it right

175232 enh -- PC chanial@noos.fr NEW Implement bookmark folder as start-up page
-- this is an enhancement, could be pushed off.

175925 min -- PC hyatt@apple.com NEW You can't right-align the bookmark toolbar on the menu to...
-- still works this way in 11/19, doesn't seem too important

179336 nor -- PC hyatt@apple.com NEW onunload popups misattributed in "blocked popups" dialog
-- still broken in 11/19

181018 nor -- PC blaker@netscape.com NEW Running a filename with spaces opens several tabs
-- has a potential solution mentioned in the comments

Looks like 0.5 could be right around the corner, not much left targetted at it.

This query will show you only still-open bugs.

Except it's in the latest nightly anyway, isn't it? :)

Export your bookmarks to a file, and name that file as your start page.

Example:

Export bookmarks to c:\download\bookmarks.html . Set home page to file://c:\download\bookmarks.html .

The bookmarks folder will appear at the top of the page.

No, what's "working" in current is the ability to snapshot your current tabs and make the home page with that.
If you look at the home page it produced it is just a string with all URLs separated by blanks (unfortunately: bug 181018) concatenated.

What is asked in bug 175232 (I'm the reporter so I should know) is to be able to use a standard
bookmark folder as the home page. Thanks to Blake's previous "multiple URLs" home page, this seems quite easy to achieve (just produce the string by concatenating all the URLs of the bookmark folder when you start Phoenix).
I think that's why Blake Ross moved my enhancement request to version 0.5.

BTW, I think that making the link "Get new Extensions" works again in Preferences should
also be included in 0.5
