So if I want the download panel to open every time I download something, is there an option for that?

Is there an option to display download speed in the download panel? Seems very Chrome to have to go in to Show All Downloads to see the actual speed.

No. Not that I know of.

No. But the speed is available in the tooltip of the status line (below the progress bar).
