What is exactly SiteSecurityServiceState.txt?

I don't use Firefox

The entries in SiteSecurityServiceState.txt can be cleared (on restart) if Privacy tab Clear History is checked, and in the Settings dialog Site Preferences is checked.

This used to work, but appears to be broken in Firefox 63.
Now the file can only be cleared manually.
