The Attachments subdir in the registry I had to create. Then add the specific key and it cleared up the problem.

I reloaded Vista, SP1 and SP2 again now that I know more about what to look for. Still blocked the files. I used the link you provided implement the mod using GPEDIT.MSC and enabled the value to disable (those wonderful double negatives - set to disable). Did the /force and all is well again.
