It's been a feature for ages, but hidden behind broser.ctrlTab.previews. I'm so happy they finally made it public, that lowers my fear that they will remove it, like they did with the all tabs panel (browser.allTabs.previews, iirc).

Typo above.
Should be, browser.ctrlTab.previews.
And actually that looks to be something different.
browser.ctrlTab.previews controls whether ctrlTab actually jumps to each tab in succession versus showing a preview of your tabs, allowing you to open the tab from the preview.
---
Sounds like this new (great or gone, I vote gone) "feature" controls the order in which the tabs are accessed (displayed).
(I cannot fathom a use-case for that. Maybe there is, but...)
---
I'd never seen browser.ctrlTab.previews before, not available in SeaMonkey.
Anyhow, it doesn't work for me, much like similar Alt+Tab "previews" afforded in Windows.

Actually maybe not, or at least not entirely. And actually that looks to be something different.
It does enable the preview window of your tabs, & it also does look to present them in order of usage, in reverse order - which does make sense, perhaps from a "POP" perspective, but, ouch, it sure doesn't work with my brain, seems counter-intuitive - even if it happens to be "right", & then the whole idea of what its doing seem illogical to me.
