session restore no longer saves 'New Tab' page?

Using fx 53.0b1
I often leave a 'new tab' tab open at the end of my tab bar when closing fx. With the Option set to 'show your windows and tabs from last time' on startup. Recently I find that my 'new tab' tab does not get restored. It's usually the first place I want to go, so it's annoying. Is this a bug or a deliberate change?

Happens even in a clean profile. Haven't tested if occurs on the release channel, but it seems to have been a fairly recent change.

It's probably Bug 1323987 - about:blank and about:newtab aren't restored by Session Restore & Bug 1343056 - Session Restore is broken due to recent regression in FF53 & FF54, which are fixed on Fx 54 and will be uplifted to Fx 53 "Soon™".
