It depends on what they mean by prioritizing. Prioritizing of JavaScript execution in foreground and background tabs will be controlled by Quantum DOM that is not ready.
Sorry for my poor English.

Is there a bug already filed for the bad rendering show in this screen shot? About 80% of the way down there are two sections where the wrong content is displayed. The blocks are from one page up.

This is with today's nightly on Ubuntu. I was something similar yesterday. In both cases scrolling up and down didn't fix the problem, but the pages eventually displayed the correct content.

Is this part of Quantum DOM?
Many launch articles for Firefox 57 yesterday were talking about Firefox prioritizing foreground tabs over background tabs. However this sounds exactly like it, but it only landed in Firefox 58… So are these claims false or is it just another part of that effort?
No. QuantumDOM basically prioritizes main thread execution for various functions like garbage collection for example. The Background/Foreground tab stuff was around a while. They just made it more robust.

Ok so Quantum DOM is still MIA and needs all that labeling work to finish?

Anyone else not able to load about:healthreport ?
The data loading is a continuous spinner and clicking Raw Data does nothing.

Pretty much. Otherwise the code won't know what to prioritize.
