flash *must* be always on?

Hello: ff58.0b7 32bit. w7pro. Shockwave Flash 27.0.0.187. Same prob on older builds. Some sites like RFI don't let you play audio stream unless flash is set to "always enable." Is there a 3rd-party extension (besides NukeAnything) that can override via mouse menu item, etc.? I like blocking irritating streaming ads that start the second you get to a website. Thank you.
