How did you find out it is Content-Type application/octet-stream?

(And I'll note, I'm am not good at this stuff at all, so could very well be wrong.)

I notice that when I click on the pdf link it shows up in my download folder. If I click on a link like this one https://www.irs.gov/pub/irs-pdf/fw4.pdf it displays fine and the file is not in my download folder. Here is part of the HTML on MS Edge:

You have to associate .pdf with Fx in Default Programs in Windows.

Already have but the PDFs that are coded in the website to open externally just go into a download loop.
