Dev Toolbar (shift+F2) missing from Dev Ed 62.0b1???

The developer toolbar is gone in Developer Edition 62.0b1 (64 bit). What the hell? Did Mozilla decide to axe it???

Yes, it's going to be removed, and the UI is already gone.
