Why is this a bug? You grabbed something and are trying to drop it somewhere, and when you move the pointer down the page Firefox thinks you have a target in mind further down the page so it scrolls.

EDIT: Just watched the video and it seems like this has always been the case, scrolling from the header? At least it does it in Firefox 60.
