you can enable it now but i dunno if its " user friendly " But dont be surprised if its not in firefox as a Feature untill 65 if not 66

Bug 1386665 (stage-wr-nightly) - [meta][stage-wr-nightly] Blockers for webrender on by default on nightly on Windows
Probably a good indicator.

(The list for blocking WR enabled-by-default on beta is so long...)

Anyone else notice there are now 2 gear icons for tools in about:addons?

FYI this is the first Nightly where Linux is built with clang instead of GCC! Also it now compiles as a Position Independent Executable on linux, which means that some file managers may not be able to run the `firefox-bin` anymore. For compatibility to those bad file managers, the `firefox` binary is now just a tiny non-PIE C-wrapper around firefox-bin.

Ahh, I'm to early, bug 1481721 didn't land yet. We still compile with GCC, but PIE is enabled already.

I only see one gear in about:addons, but I don't know what you mean by "for tools" so I may be looking in the wrong place. Could you give more detailed instructions or an image?

Bug 1489743 Gear icon instead of dropdown marker on about:addons > Extensions

This is causing the double-gear.

It looks like they are actively working on it.
