Final update:
Culprit is cert9.db in the profile. Delete it, let Nightly regenerate one and there is no more hangs.

Can you file a bug? This is a recent regression, AFAIK.

Probably, I think problem is due to problematic cert added by the user(or anti-virus software).

Could you give an example of "etc"? I haven't noticed anything, but the three changes you explicitly mentioned don't apply to me.
(I use Google, I don't have a separate search bar, and my new tab page is about:blank)

Another thing I noticed is that I got the "Welcome to Nightly!" tab and the content blocking on-boarding experience.
