You haven't been here for a while :-). It's a feature, but it's being worked on because it's weird.

As Streetwolf pointed out, Intentional, the pref to flip for now is: disable it by toggling `browser.urlbar.megabar` to false

all i can say is, if Mozilla dont back it out permanetly, Firefox will go the same way Netscape did
