Skeleton UI visible on FF 89 beta startup with a fast system

I have 3 Firefox installations on win10 x64:

Firefox stable 88
Firefox dev (beta) 89.0b2
Nightly 90

All x64, all with their own profile, all installed in the same very fast m2 SSD .

The issue I'm having is that with FF dev/beta 89,
every single time at startup I consistenly see momentarily the Skeleton UI: screenshot.
I find that strange because that profile is fresh, with absolutely no changes by me, and the disk is a really fast SSD.

On the other hand, with my Firefox stable 88 everyday profile (17 extensions),
as well as with Nightly 90 (also with a fresh profile with with absolutely no changes by me),
I never get to see the skeleton UI at startup.

I tried removing the FF dev profile and making a new, but the Skeleton UI keeps on appearing on startup.

Why is this happening? Is it a known issue?

Do you see the same if you restart in Safe Mode?

Yes, it occurs too, right before the 'Open'/'Refresh Firefox dev' appears :

The 'skeleton' is intentional - supposed to give the impression of faster start-up. Yeah, don't need it, I too have a fast SSD system and don't need the extra splash.

Here's the apparent pref that controls the skeleton... browser.startup.preXulSkeletonUI. Set it to False. If already False then I guess it's something else.

EDIT: hmmm don't think that pref did anything... still seeing a shell

Yes, setting this pref to false is the apparent workaround, but, in Nightly, where the pref is also set to true, the issue never occurs.

Also, I tried "refreshing" the profile but it didn't help.
I have even completely uninstalled Firefox dev (and manually deleted the Root and Local directories of the profile ) and reinstalled, but unfortunately the issue still occurs.

So, I filed this bug: 1707263 - Skeleton UI in a fast system with FF 89 beta (but not Nightly 90)
