i cant reproduce that, my Nvidia Drivers an all are up to Date also, what VideoCard Hardware do you use? state that in a Bug Report

I had the same problem that seems to have been fixed recently for me. Regarding your video, scrolling generally feels fine with small fps drops here and there, at least in my regular profile with tons of open tabs. Try to enable hardware acceleration: media.hardware-video-decoding.enabled true and set gfx.webrender.dcomp-video-overlay-win to false. Does that help?

Thanks for the suggestion, but unfortunately enabling hardware acceleration: media.hardware-video-decoding.enabled true and set gfx.webrender.dcomp-video-overlay-win to false doesn't fix the issue for me.
On which Nvidia drivers are you on at the moment and do you recall updating it recently?

Thanks for checking.
Regarding the Hardware, I have added the about:support page, so it says what Graphics Card I am using (NVIDIA GeForce RTX 3080)
BTW, Which Nvidia drivers are you on?

I am reluctant to update my drivers because of other bugs not related to FF I that I had to revert to the 516.94 version I am currently using.

That means your issue is unrelated to mine because setting gfx.webrender.dcomp-video-overlay-win false did help in my case.

I am on 531.18 and I did update the driver before I noticed the bug was fixed (I don't remember which driver I was using before the update). However, I doubt updating the driver actually helped, most likely Mozilla fixed the bug on their side.
