Bug 219368: "Options window and dialog boxes don't close when you click OK or CANCEL" was just resolved worksforme, but I'm still seeing the problem in 20031210 and 20031215 on win2k.
In particular, comment 12 seems to provide a good way to reproduce:
1. Tools / Options
2. Click on Privacy
3. Expand Cookies and click Exceptions
4. Click OK in the resulting box
5. Window does not close -- must click Cancel
How does this work for you folks? Do you still see the issue?

Yeah, I just tried that and now things work okay. Thanks!
I actually narrowed it down to the cookie permissions file (cookperm.txt). Removing that file fixes the problem and the problem is not recurring as I build the file up again. Hopefully, it's not a file size issue and things will remain kosher...
