NSS stuff doesn't pick up optimization options

I noticed that the compilation of a lot of the nss stuff doesn't pick up all of the optimization strings. Is there a reason for that?

Coreconf blows rather large chunks, but alas it's not going to change.

NSS has always been maintained independently of Mozilla so they have their own ways of doing things. See mozbug 101249 .

Looks like there's an opportunity to do some more optimization work here.
