If you care about a bug such as this, put yourself on the CC list on Bugzilla. This bug is Bug 196308. Just create an account, go to the upper-right corner on the specific bug page, and type your email address into the CC list. I haven't received any spam in the account I use for Bugzilla.
Be sure to adjust your email preferences in Bugzilla so that you aren't notified every time someone adds themselves to the CC list.
And, as a bonus, you can get entertaining comments such as the following delivered directly to your inbox:
Holy crap, can someone back this out so that I can use the daily builds without
going into epileptic seizures from the constant flashing between pages, in tabs,
etc.
Sorry for the ranting spam, but someone had to say it.

Lucky you - I've recieved lots of spam to my bugzilla address. Still, its easy to block anything sent to that address that isn't from Mozilla/Bugzilla.
(i.e I'm getting Spam in the normal sense, in addition to the odd useless comment from people using Bugzilla, which is also annoying )
Maybe I missed a "hide my email address" option?

shows that nothing has been added since Mar 9. Based on that, I didn't expect that Mar 11 would be any different from Mar 10.
But one good sign: If we have a new Win nightly even when nothing has changed, that means the building machine is working, and when something does get fixed we won't have to wait days for a new build.

From the page you referenced, there is the following quote:

I have no idea what it really means, but it sounds good.

Not only do they suck, but the Feb builds aren't on the ftp server any more
