Making desktop webapps

Sorry if this is the wrong part of the forum, I'm not sure where this should go.

I want to create a webapp that works on a desktop. With it's own program icon and stuff. Like this pacman:

I found a few sources that seem to explain how to create a firefox OS app. But that's not what I want.
And I tried a few things with the IDE in de developer edition, but can't figure it out.
From what I tried, is it true you can't use Iframes?

I also just want to run/install my app locally without using the marketplace.

Can anybody point me in the right direction/ get me started.

I believe the sources you found to create a Firefox OS app are what you want.

The Pacman you linked to installs and works on the desktop.
