Have been using seamonkey for years for build my website.

However, unsure how to have links open a new tab in the browser.

Example, web-surfer is at my site and clicks on link - I would like it to open a second tab in their browser, keeping the original tab at my site.

How is that done?

I suspect it is using advance then Attribute and Value. If so, what should I place there?

In your link dialog you have to add attribute "target" with the value "_blank"
