What are the best tools helpful for Web Designing?

I think it depends on what you are designing.

I design basic web pages using Geany : Home Page on my Linux system.

Firefox has some pretty good built-in Firefox Developer Tools | MDN to use to

Examine, edit, and debug HTML, CSS, and JavaScript on the desktop and on mobile

Some designers say learn HTML, CSS and JavaScript and use a text editor.
