Several years ago I started using KomPozer (web page developer) and I was very impressed with how well it performed and what I could quickly develop.
But now when I view the page source -- this forum in particular -- it seems much more complicated. Is this a result of pages being generated from server-side software or is there some development software available? Cheap, I hope. ~ ~ ~ Growing old is a long, fun journey, but hell when you arrive. ~ ~ ~
In general, forum pages aren't a good example of 'proper' web page authoring. As you've seen, it's pretty much tag soup.
I doubt they used anything complicated to make those. It's a mishmash of template snippets, likely coded by hand. Thank you, BenoitRen. Your words are refreshing. They seem to use a lot of JavaScript too. Never did much of that other than copy a fragment from the web and modify to fit my needs.

+1 for Geany. I've been using it for years and found it to be very effective. Two useful reference sites are:
