I've got a Mac, too, just didn't post from it. Didn't have a lot of time to work out why it looked the way it did.

You may install the add-on "Rise of the Tools" (works without restart):

Begging the forum's indulgence, resurrecting and old thread as others may end up here, as well, and may need a more current, viable answer, as I do <g>.
I've been away from Window$ for a year now, on Linux, where I didn't use Thunderbird. Upon upgrading, as per usual, most of my extensions needed an upgrade <sigh>.
The extension listed here is no longer current. It doesn't support the latest portable ThB which is at v45.
The solution given in another thread using about:config also doesn't now as the
browser.tabs.onTop
option is no longer present. (Darn Mozilla and the direction they're heading in!!).
Does anyone know of a valid, current solution?

Sorry, I spoke too soon! I continued onwards and did find a Windows extension that helps. It only puts the menu on top but it at least takes the tabs down one level by putting the Menu bar at the very top (where I feel it should go to begin with! <g>):

The need is to put the tabs below all the toolbars, but this is an interim step until I find a permanent solution.
