Thunderbird will not Open

Using Thunderbird 38.2.0 and in the past when I wished to email a pic when using Picasa I have two options, either gmail or thunderbird but thunderbird does not open. I must have lost a file when cleaning out my hard drive.

Can I reinstall over my Thunderbird without losing all my local folders and their respective emails or what do you suggest?

Yes.

Clear the browser cache and the Windows Temp directory.
Shutdown any anti-virus software you are running.
Download a new copy of the full installer from http://www.mozillamessaging.com/en-US/thunderbird/
Delete the directory C:\Program Files\Mozilla Thunderbird
Run the installer.
Restart the anti-virus program.

Note that your saved messages, address books, settings, passwords, etc (if any) are stored in a different directory from the program files and will not be removed by deleting the directory identified above.

Excellent instructions. Took 5 minutes and now my Thunderbird email is working with Picassa.
