This post may be relevant in some alternative universe, but certainly isn't relevant in the universe in which most users live:
1. Mozilla isn't managing, nor developing Thunderbird and hasn't been for several years. It's being managed by volunteers. And Seamonkey has been independent for roughly a decade.
2. Release related links on various pages aren't always necessarily in sync. They get updated when release management wants them to be updated - it's not manged based on your or other users' expectations.
3. Just because a release is announced doesn't mean it is being offered to all users.
4. Release status, and therefore the links where downloads are offered, can change over time. Especially early in a release cycle, the release may be withdrawn while user feedback is evaluated and adjustments are made - all in the best interest of users. Firefox often does the same thing - but it's usually for shorter periods so it goes unnoticed.
https://www.mozilla.org/en-US/thunderbird/ also offers only 45.8.0. You might take that as a hint that 52.0 in this moment currently isn't being offered to the public. Ditto for being able to download 52.0 via updates
