Thunderbird will not let me change the Message Storage/Local Directory for one of my mail accounts. I browse to the desired directory. I select the folder. T'Bird says it needs to restart to change the local directory settings. It restarts and no changes have been made. This occurs on two different systems with two different mail accounts. Does anyone have any idea what I’m doing incorrectly?

You have to copy the files from the old local directory to the new one, after changing the location.

That won't work. The files already exist there. It's a DropBox folder that is used by all five of my systems. Two of my systems don't allow the location change in two different mail accounts. The rest appear to work perfectly.

Is it a POP account, IMAP account or "Local Folders"?
