plugins - "ask" greyed out

Earlybird 37.0a2 updated daily. W8.1.2. Just noticed that for plugins, "ask to activate" choices are all greyed out. How can I obtain that choice? [The subtext is that my 5y.o. laptop, my only computer, is dying, despite repeated +/- successful temp resuscitations in the past. It has become verry slow, esp. on the net, esp. tbird & ff. Disabling as many extras as poss. till I get a new mac, soonish. So I want to mostly have plugins in "ask" mode, esp. adobe items.]
