It was switched back to libnotify on Linux but seems buggy...

See viewtopic.php?f=5&t=2921717 in the SeaMonkey forum.

I'm currently using Earlybird 38.0a2 as my default, and don't receive new-mail notifications when mail arrives.

For Linux users, bug 1144719 Allow the user to decide whether or not to use libnotify for new-mail alerts on Linux is awaiting checkin, and I've posted a follow-up patch to bug 1144693 New-mail notifications not always working since bug 858919 enabled libnotify usage on Linux again to disable it by default. So, this issue will hopefully be avoided before 38.0 hits the releases.
