It talks about it being a button that you can click on to download the update for Thunderbird. It is called a doorhanger, which is meant to be a less obtrusive way to present decisions to users than a modal dialog, and mimicking what Firefox uses. I assume it disappears, rather then gets grayed out, when there is no update available.

i dont get that Arrow on my install, might have to try a new profile , it looks like it might only display when there's an actual update?
