if you don't want to go through all of Mr Tech, then you can use this for the very basic of splash screens: http://ilias.ca/blog/2005/09/splash-screen-for-firefox/

It used to be (still does in Linux Seamonkey 1.1.18) that invoking the seamonkey executable with a --splash option caused the splash screen to be displayed.
