Note: Bug 879845 - Lightning Bug 718332 broke SeaMonkey's customize toolbar context menu.
Fire 750, bring back 250.

This only checked in for comm-central so far, thus shouldn't affect any release or beta version (and hopefully will be sorted out until SM 2.21 goes into the release channel).
