What is the meaning of the animated "m" icon?

I wonder what exactly is the semantics of the animated "m" icon (what is the correct name for it)? I notice that sometimes it does not animate while page request/loading is still in progress (indicated by the tiny clock cursor). Sometimes it animates without end while the page seems to be there. Is there a hidden rule I do not understand? Obviously, it is also not related to what the progress bar in the status bar shows.
And speaking of the clock-cursor: does anybody else feel that the clock is bit tiny - or is just my eyesight degrading?

That is a "throbber". It should only animate when a page is loading.
