These instructions on Holger Metzger's site may be what you are looking for:
4.12. Advanced Mail/News display tweaks
Just add the text to the userContent.css file in your profile directory. If you do not yet have that file, rename the userContent-example.css and use that.

I tried the method described on Holger's page but unfortunately it had no effect whatsoever on the email compose window. I am not sure if this is due to my composing them as HTML. It did, however, change the way messages that I receive look.
